Pat steak cubes dry with paper towels. Season evenly with salt and black pepper.
Heat 1 tbsp olive oil in a large skillet over medium-high heat.
Add half the steak in a single layer, searing 2–3 minutes per side until browned but still medium-rare inside. Transfer to a plate and repeat with remaining steak, adding the other 1 tbsp olive oil.
Reduce heat to medium. Add butter to the skillet. Once melted, stir in the garlic, chives, oregano, and basil. Cook 30–60 seconds until fragrant (don’t burn the garlic).
Return all steak bites to the skillet and toss in the garlic butter until coated and warmed through, about 1 minute.
Transfer to a serving dish. Garnish with extra dried chives or flaky sea salt if desired.
